You know the be + past participle formula. Now use it with modal verbs too — "must finish" becomes "must be finished", following the exact same pattern.
Every tense keeps the same core idea: be + past participle, with the doer moved after "by".

A modal verb (must, can, should, will) passivises the exact same way: modal + be + past participle.
