The FIRST SOUND decides — not the first letter.

an hour · a European · an MBA · a united team

Silent h → vowel sound → "an". "Eu-" sounds like "yoo-" → consonant sound → "a". A letter said as a vowel (M = "em") → "an". "U-" sounds like "yoo-" → "a".
